Determining whether an act is moral is based on individual conscience, whether its consequences and the very nature of the act can be reconciled.

However, as the modern state becomes more complex, so does its interest and its methods. The state has been “dual-edged”, and thus, willingly or not, moral choices must be made. While the state develops moral basis, foreign policy must be based on moral choices; and thus, moral order grows and becomes the enemy of the state.

In order to guide the state, Kissinger recommends a “functional” definition of foreign policy that is more so than a pre-established policy outline.
